The positive value of parks was the topic of a presentation to both the Franklin County Industrial Foundation and the Mount Vernon Rotary Club on Friday, Jan. 13. Mark Spencer, owner of MHS Designs of Longview, is the creator of a plan adopted by the Mount Vernon City Council to redesign and upgrade Little Creek Park just northwest of the town square.
