The fountain at Kaufman and Scott streets struggles to spray through the ice that formed around it on Friday, Jan. 8. By Saturday morning, it was frozen solid. The below freezing temperatures in Franklin County for the past week brought new record low temperatures and burst water pipes to the area. A low temperature of 10° both on Saturday, Jan. 9 and Sunday, Jan. 10 set new records for Franklin County. The temperature was colder than the 13° recorded on the same dates in 1979.
