The City of Mount Vernon’s financial situation has gone from using property tax funds to shore up the utility budget  three years ago to having a zero utility (water and sewer) fund deficit this past year. This a great turn around, City Administrator Lee Elliott told members of the business community at the Jan. 15 meeting of the Mount Vernon Rotary Club.
