The Cypress Springs Special Utility District’s wings were clipped in their water line replacement project for the Pelican Bay development. The utility district was awarded a $223,000 grant to fund the project in January. However, those funds are being withdrawn after the project failed to meet the requirement of having 60 percent full time residents in the development.
