The Franklin County Appraisal District is proposing a $20,656 increase in its budget for the coming fiscal year. The district will conduct a public hearing on its 2011-2012 operating budget at 7:30 a.m. on Friday, March 4 at their offices at 310 W. Main St. in Mount Vernon.
