Mount Vernon’s City Manager did not know in advance or authorize the use of city equipment by an employee to mow his lawn April 27. Andy Trampus, the city maintenance supervisor, confirmed that he had been the one on the mower at the manager’s home. “By the time I found out about it [mowing] and got to my house the lawn was mown and no equipment or people were there,” explained Lee Elliott, city administrator.
