Having customers, not just taxpayers, cover the costs of past and future system improvements was the recommendation from a water and waste water utility rate study was presented to the Mount Vernon City Council immediately after the newly elected council members were seated on Tuesday, May 24. Darrell Cline with J. Stowe and Company made the presentation. The cost of providing that service should be recovered through the utilities’ user charges, stressed Mr. Cline.
