Kathy Baker Boyles was awarded the management consultant contract for the City of Mount Vernon’s $480,000 HOME Homeowner Rehabilitation Assistance Program. Ms. Boyles’ services contract will not exceed $19,200 or more than four percent of the HOME Reservation System portion of the program. She was the management consultant for Lucas Consulting, who did the local city HOME program for 2010-11. That round of grant funding has completed two homes and is 75 percent complete on the remaining three homes being construction.
