Franklin County Commissioners made plans to increase the 2012 tax rate by one penny over the previous year’s rate  during a budget workshop on Monday, August 22. The additional penny will allow the court to propose a  budget with approximately $41,000 in surplus as opposed to the deficit budget previously considered.
