Sealed bids addressed to the City of Mount Vernon, 109 N. Kaufman, Mount Vernon, TX 75457 will be received until 2:00 PM on Thursday, March 17, 2011 for furnishing all labor, equipment, material, supplies, and supervision necessary for construction in accordance with plans and specifications for the following:

2009/2010 Water System Improvements, TxCDBG No.710479

The work consists of the following bid items:

1 .Prepare and Paint existing 150,000 Gallon Elevated Storage Tank Interior
2. Prepare and Paint existing 150,000 Gallon Elevated Storage Tank Exterior
3. Installation of 2,289 L.F. of 8” water line along Dunlap Street

Contract documents including bid proposal forms, plan sheets, and specifications for the Project may be viewed and downloaded free of charge (with the option to purchase hard copies) at www.civcastusa.com on or after February 17, 2011.  Printed copies of the Contract documents may also be viewed at the Engineer’s office, 140 E. Tyler St., Suite 600, Longview, TX 75601, Telephone 903-236-7700.

Please submit questions for the project 72 hours prior to bid opening through www.civcastusa.com in the Q&A portal.

Addenda will be posted at www.civcastusa.com.  You will be notified of addenda automatically through email if you downloaded your plans and specification via civcast.com.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Mount Vernon or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex age or national origin.

The City of Mount Vernon reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by City of Mount Vernon for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
