The USDA, Rural Utilities Service has received an application for financial assistance from Cypress Springs Special Utility District.
As required by the National Environmental Policy Act and agency regulations, the Rural Utilities Service has prepared an Environmental Assessment that evaluated the potential environmental effects and consequences of the proposal. This notice announces the availability of the Environmental Assessment for public review and comment.
The proposal consists of constructing a new 250,000 gallon ground storage tank, a 200,000 gallon elevated storage tank, a raw water intake structure, raw water main, and expanding the existing Water Treatment Plant #1 from a 1.0 MGD plant to a 2.0 MGD plant in Franklin County. There are no significant impacts to or conversions of prime farmland, wetlands, floodplain, or historic properties therefore there are no mitigation measures necessary in this proposal. The alternatives considered to the proposal include: 1) constructing a 200,000 gallon elevated storage tank, expanding Water Treatment Plant #3, and installing the necessary treated water mains; and 2) constructing a well field that would require 14 wells to supply groundwater.
